As well as the issues the Commission must review, other aspects of the MMP voting system can be considered, so if you think there is an important issue that has been overlooked, please include this in your submission. If you want to raise other issues, please bear in mind there are two things the Commission cannot consider—these are the Māori seats and the number of members of Parliament. This means that if you include them, the Commission will not be able to consider this part of your submission.
There are a couple of other things to note. The review is not about whether we should keep MMP as the voting system. This question was decided at the Referendum. This means that if you make a submission recommending we change to a different voting system, the Commission will have to disregard this part of your submission.
The purpose of the review is to improve MMP. It is not about wider electoral issues such as the term of Parliament, election campaigning and political party funding, the broadcasting rules, or electronic voting. As a guide on whether your issue falls into the ‘wider electoral issues’ category, ask yourself – “Is this issue directly related to how the MMP voting system works?” If the answer is no, then it is probably outside the scope of the review.
