1. Constituent seats should have no influence on list seat numbers. List seats should be allocated strictly according to the percentage of party vote and the number of seats allocated from the proportion that are not constituency seats. The threshold should be the percentage of 100% divided by the number of list seats. This removes overhang as well as unproportional influence of minor parties.
2. By-election candidates must not be an existing member of parliament.
3. Dual candidacy inot an issue. Parliament could miss out on good members if parties cannot place a list MP candidate into a constituent poll.
4. If the public choose list positions, populists will predominate to the detriment of ability.
