I feel that a party being elligible for list seats if it gains an electorate seat is leading to a situation where the voters in a single electorate have more effect on the make up of parliament than voters in others. This is counter to the principal of proportionality.

My suggestion is that

the gaining of electorate seats does not generate the right to have lists seats if the party vote is less than the required threshold ( 5% )

Overhang is perfectly acceptable.

A move to 80 electorates would allow more electorates of a smaller size.
40 list MPs and possible overhang would still allow proportionality.
