Should the 5% threshold be kept or changed? Why? If you recommend change, what should it be and why?:
a minimum of 5% gives the minority parties too much power when negotiating to form a government. A 10% minimum would be a more reasonable threshhold to win seats in parliament.
Should the one electorate seat threshold be kept or changed? Why? If you recommend change, what should it be and why?:
If 5% is keot, at least 3 elected seats should be the minimum required to join a government majority with one or more other parties.
Should there be a different combination of thresholds? What should they be and why?:
10% or three seats could be a reasonable way to recognize party strength. Too many one man electorates distort the system, giving senior positions to a person with limited local strength and no national support.
