I'm not sure what category this goes under by This is about List MP & electorate seats. I feel if the party vote is still under 5% even if a part gets an electorate seat they should only get the electorate seat and not a general seat as this is an unfair representation of the public. if the public wanted that party in parliament then the party vote would favor them.

I would like to see if a party member gets a electorate seat then that Party still has to get 5% of the total national vote to enable any other members from that Party to get seats.

If a member of that Party that has an electorate seat resigns, dies, steps down, no by election can be held until the next election. The seat remains vacant but the Party that had secured that seat will have a vote for Parliament business, and that Party has the right to appoint a caretaker electorate person(next on the list willing to do it) until the next election.

Parties should not be able to get list MPs if under 5% even if they win a seat. I don't like the way a 3% party with one electorate seat can have several list seats.

There should only be 1 threshold of 2.5% which applies whether the party wins a seat or not.
There is no need to change the rules around by election candidates.
There is no need to change the rules around dual candidacy.
Bring more transparency and democracy to the party lists by having the list ranking voted for by the party membership.

5% hreshold is too low. We get small parties that ambush the majority and this is costly and slowed development. 10% would a good threshold.
If a candiadte is in the list he should not stand for election whether or not there is a by election. Accountability is very impotant.
Voters should be able to rank the list so that they are accountable to voters and not the party. After all MPs are suppose to serve the people and not the party.
The proportion should be set in a way that there should not be an overhang as 120 seats are already to many for a small country like NZ. In fact we should be able to review the 120 parlimentary seats.

1. Raise the threshold to at least 7%.

The theshold is too low ! Moreover the individual List Member MUST have a Constituency ( From where I can Lobby Him / Her).

If the member does not "fight " the election from an electorate. AND does not poll greater than 30 %. They are not legible.

Moreover (2) they must not receive the same salary as bonifide MP's and must NOT receive a Final Salary Pension. - Defined Contribution only ! ( i.e. Kiwi Saver)

Moreover (3) they must not be a member of the cabinate!

I believe that the Citizen Initiated Referenda associated with MMP should be binding on the government.

1. Threshold should be lower, eg about 2.5 - 3 %, This should give small parties a fairer chance of seats.

2. A list MP who is already a sitting member should not be able to stand as an electoral candidate in a by-election. This is used now to get another list member in so that somebody who has not been elected gets a seat.

3. It should not be possible for a candidate to be an electoral candidate and and be on the party list, electoral candidates take their chance at being elected and if they fail to get the electorates confidence they should not have a second means of getting into Parliament.

Thresholds - lowered to 4% with removal of Maori seats
By elections should not happen within 6 months of an election.
Proportion of electorate seats to list seats - list seats should be reduced, more electoral seats put in to compensate for no Maori seats.
